Trump is certifiably insane. (DSM-5, 301.81) Look it up anywhere on the internet that pleases you. 9 behaviors but only 5 needed for diagnosis. Trump has all nine. If you don’t see Trump looking back at you tell me here.
As for Putin he is as disturbed as Trump. Hitler and Mussolini were diagnosed posthumously with megalomania which was changed to narcissistic personality disorder in 1968 when the Diagnostic and Statistical Manual were first published. Stalin was also diagnosed posthumously with this disorder too.
These people have delusions of grandeur, but they are really trying to maintain their bravado like the school yard bully. However it is a superiority complex to hide true feelings of inferiority. They have very fragile egos and require a constant supply of attention, admiration, and adulation to maintain their fragile ego. So this war with Ukraine is simply another delusion. Stalin well before him suffered this problem too. Millions are dead because of these men.

All these people have a brain disorder that causes them to develop only vengeance and revenge. No empathy, no honesty, no responsibility, and of course no integrity. Only a burning desire to rule the roost. They are seriously dangerous having killed 9 million Russians, 6 million Jews, an only god knows how many Kim Jung Un has killed in North Korea.
